If the lawsuit filer disagrees with the decision by prosecutor not to press charges at the original district court of the prosecutors office, within 7 days after receipt of the non-prosecution notice, he or she shall submit the application stating his or her disagreements for the non-prosecution and attach certifying documents for the prosecutor at the original district court of the prosecutor's office to apply to the chief prosecutor of the prosecutor's office.
