The Kinmen District Prosecutors Office has concluded its investigation into 11 defendants, including Wang ○-Hong, for allegedly operating a nationwide prostitution ring that facilitated the sex trade of foreign women. The office has filed a public prosecution with the court, specifically seeking a sentence of 3 years and 6 months.

I. Background and Process of the Investigation:

On April 10, 2025, the Criminal Investigation Division of the Kinmen County Police Bureau discovered that a foreign prostitute had come to Taiwan under the guise of tourism and engaged in sexual transactions with male customers at a bed and breakfast in Jinning Township, Kinmen County. It is suspected that an organized group was involved in facilitating the sexual transactions between the clients. This agency took the matter very seriously and immediately established a special task force under the direction of Prosecutor Chen Dai-jun, comprised of the Criminal Investigation Division of the Kinmen County Police Bureau. On April 11, 2025, Zeng, the intermediary and harborer of prostitutes, was arrested and brought to trial. After questioning, a request for his detention was made with the Kinmen District Court in Fujian Province and was granted. Following the leads, the investigation traced the operation back to the prostitution ring's operations center in Tainan City. Chief Prosecutor Yeh Tzu-cheng and Prosecutor Chen Dai-jun led the task force, armed with a search warrant issued by the Kinmen District Court, and directed the Kinmen County Police Bureau's Criminal Investigation Division to conduct a search of a detached house in the West Central District of Tainan City on November 13, 2025. They discovered the prostitution ring's operations center operated by Wang ○-hong on the spot. A large number of computers, mobile phones, and NT$186,070 in cash were seized as evidence. Wang ○hong was detained and held incommunicado by the Kinmen District Court in Fujian Province, which was granted. Further investigation led to a wider search of prostitution rings in the Kinmen area. On November 20, 2025, two foreign prostitutes were apprehended at a residence in Jinning Township, Kinmen County, and NT$128,800 in cash was seized. The investigation was concluded, and Wang ○hong and 11 others were indicted for offenses against public morals.

II. Brief Facts of the Crime:

I. From March 2022 until his arrest on November 13, 2025, Wang Hong, along with unidentified individuals, jointly operated and managed the prostitution website "SUPSPA" (hereinafter referred to as the website in question). He subsequently established offices (hereinafter referred to as the offices in question) in buildings located on Kang Le Street, Fu Qian Road, and Hu Mei Street in the Zhongxi District of Tainan City. He employed individuals including Wei Yun, Xu Ting, Lian Jun, Wei Yi, Su Ren, Hong Zhen, Shi Qi, Ye Xian, Su Cheng, Ye Wen, a young Lian Rui, a young Shen Zhen, and individuals with unknown real names and ages, nicknamed "Mante" and "Xiao Pao," to form a prostitution ring (hereinafter referred to as the prostitution ring in question). The website advertised sex transactions, posting photos of prostitutes and details of services and fees for unspecified male customers to browse. If a male customer was interested in a sex transaction, the website would then use messaging apps like Line or Telegram to agree on the price and services. The customer would then forward the transaction information to an agent, who would assign a prostitute to the male customer for the transaction. Each transaction cost between NT$2,000 and over NT$10,000. Wang ○ Hong would take a commission of NT$500 to NT$2,500, which the agent would then deposit into Wang ○ Hong's bank account. 2. Sometime before April 3, 2015, the prostitution ring in this case published an advertisement for the sex trade of Jing ○ Hong, a prostitute from mainland China, on the website of this case. Su ○ Ren then negotiated the transaction amount and service content with an unspecified male customer via Line. At approximately 2:35 PM on April 4, 2015, Su ○ Ren used the Line account "Lin Mama-Cha Cha Pai Gong~Shang Jia Mei Zi" to forward the male customer's information to the agent Zeng ○ Yan (who has been prosecuted by this agency). Zeng ○ Yan arranged for Jing ○ Hong, a prostitute from mainland China, to conduct a sex transaction with the male customer at a bed and breakfast in Jinning Township, Kinmen County. The price for this sex transaction was NT$3,300, and Wang ○ Hong took a commission of NT$500. Zeng ○ Yan then transferred the aforementioned commission to the account of this case at approximately 5:20 PM on April 10, 2015. III. During the operation of the website in this case, Wang ○hong illegally profited a total of NT$12,639,300; the other accomplices each profited between tens of thousands and hundreds of thousands of NT dollars.

III. Legal provisions alleged in the indictment: The actions of the 11 defendants, including Wang ○hong, constitute the crime of profiting from facilitating sexual intercourse under Article 231, Paragraph 1 of the Criminal Code; furthermore, defendants Wang ○hong, Lian ○jun, and the juveniles Lian ○rui and Shen ○zhen jointly committed the crime. Therefore, it is requested that their sentences be increased by one-half under Article 112, Paragraph 1 of the Child and Youth Welfare and Rights Protection Act.

IV. Specific sentence requested in the indictment: Considering that defendant Wang ○hong profited from facilitating sexual intercourse through this website, contributing to the proliferation of pornography and negatively impacting social morality, but also acknowledged and confessed to the crime afterward, it is requested that he be sentenced to three years and six months imprisonment as a deterrent.

V. This agency thanks the Tainan District Prosecutors Office of Taiwan for its support in the investigation, which enabled the effective crackdown on this prostitution ring. We urge prostitution rings to utilize the internet and messaging apps to solicit clients, then facilitate visa-free entry for foreign tourists to engage in illegal sex work that contradicts the purpose of their visas. These crimes are covert and widespread throughout Taiwan, and this "fake tourism, real prostitution" model seriously impacts local social order and public morals. This agency will continue its vigorous investigation and prosecution, and will severely punish offenders to eradicate this illegal activity.
