To express gratitude for the long-term dedication and selfless contributions of honorary probation officers in probation and judicial protection, the Kinmen District Prosecutors Office held the "2025 Outstanding Honorary Probation Officer Commendation Ceremony" on January 28, 2026. The ceremony publicly commended outstanding honorary probation officers (hereinafter referred to as "honorary probation officers") and expressed appreciation. The commendation ceremony was presided over by Chief Prosecutor Wang Po-tun, with Chief Prosecutor Mao Yu-tseng of the Kinmen Branch of the Fujian High Prosecutors Office also in attendance to provide guidance. The honorary probation officers team and colleagues from the probation officer office participated enthusiastically, creating a warm and solemn atmosphere.

Eight teachers from Rong Guan received awards in 2015. Among them, Wu Chengzong and Cai Genpei were commended by the Ministry of Justice; Zhuang Yuxun, Yan Shaotang, and Cai Suqiong were commended by the Kinmen Branch Fujian High Prosecutors Office; and Cai Yuren, Hong Songbai, and Zhang Jinchun were commended by the Office itself.

In his address, Chief Prosecutor Mao Youzeng stated that returning to his former workplace in 2018, he was struck by the continued support and assistance from many longtime friends of Rong Guan, which enabled the District Prosecutors Office to smoothly advance its probation and judicial protection work. He pointed out that Rong Guan plays a crucial role in the reintegration of those under probation into society and is also a significant contributor to the District Prosecutors Office's efforts in promoting anti-drug, anti-bribery, and anti-fraud campaigns. Rong Guan's tireless dedication to probation and judicial protection has been highly recognized by the Ministry of Justice. Congratulations to the award-winning Rong Guan! He also expressed his gratitude once again for everyone's support of the probation work and hoped that he would continue to strive for even greater achievements in the new year.

In addition to congratulating the award-winning teachers, Chief Prosecutor Wang Bo-dun thanked the outstanding teachers for their assistance to the Department's probation cases over the years. Besides assisting with interviews during their shifts at the Department, they also made tireless visits to the families of the cases, which greatly contributed to the advancement of probation services. He also thanked Chairman Wu Cheng-chung for leading the team to actively cooperate with the Department's judicial protection services and for providing strong support in terms of manpower and resources, which has made a significant contribution to the advancement of the Department's judicial protection services.

The Kinmen District Prosecutors Office currently employs 21 honorary probation officers. Among them, Zhuang Shuichi, Lin Shuilu, and Hong Songbai have been employed by the office since 1988 to assist in the promotion of probation and judicial protection, serving for over 37 years and considered the backbone of the office's judicial protection efforts. In addition, Lu Qingfu, He Lili, Chen Weixue, and Xu Jinyu have 20 years of experience as honorary probation officers. Weng Yongwen, Sun Guocui, Cai Suqiong, Cai Genpei, Cai Yuren, Zhuang Yuxun, and Yan Shaotang have also served for over 10 years.

Prosecutor Xu Rongguan hopes that his long-term partner will continue to assist the department in counseling probation cases and promoting various judicial protection services, benefiting more people under protection and supervision in finding their direction in life, and actively playing a role in preventing crime and safeguarding social security.
