Hsiao X, the Senior Specialist and Director of Secretarial Office of the Bureau of Cultural Heritage, MOC and others were involved in the alleged offense of taking bribes for a breach of official duties.

The Agency, Taiwan Changhua District Prosecutors Office and the Central Regional Mobile Station of MJIB jointly investigated the case that Hsiao X, the Senior Specialist and Director of Secretarial Office of the Bureau of Cultural Heritage, exploited the advantage of reviewing submit investigation plans submitted by wind power developers for offshore wind power generation and development to request an illicit gain of NT$950 thousand to NT$1 million per review from the developer Tan X as the consideration for successfully passing the review. Hsiao X therefore collected the illicit gains from 10 reviews, totaling NT$8.95 million. Hsiao X was also discovered rigging the bid to allow Tan X and the cooperating supplier Liu X to be awarded with the bid, and obtaining a bribe of NT$6.85 million.
The case was concluded and Hsiao X and the suppliers Tan X and Liu X were prosecuted by the prosecutor of the Changhua District Prosecutors Office for taking and offering bribes against the Anti-Corruption Act respectively.
